In order to minimize harm, the Task Force recommends that the federal government:

  • Develop and implement factual public education strategies to inform Canadians as to risks of problematic use and lower-risk use guidance
  • Commit to use revenue from cannabis as a source of funding for administration, education, research and enforcement
  • Immediately implement an evidence based, informed public education campaign;
    • Targeted the general population
    • Emphasis on youth, parents and vulnerable populations

With respect to impaired driving, the Task Force recommends that the federal government:

    • Invest in education immediately; work with Provinces/Territories to: 
      • Develop a national, comprehensive public education strategy
      • Clearly message Canadians that cannabis causes impairment; the best way to avoid driving impaired is avoidance of use

Proposes a public health approach that aims to:

      • Early and sustained public education and awareness

Among stakeholders, the Task Force heard several KEY arguments in favour  of allowing and regulating edibles, including:

    • Regulation would allow for quality control over products, and for appropriate education and in-store information.
    • Providing a potentially safer alternative to smoking cannabis;
